Strange Problem With My Gigabyte DS3

I bought a DVD-RW drive and an external hard drive the other day. I installed them and since then I've been having some problems. The computer will sometimes restart itself during boot up or even restart when it's in Windows. When this happens my BIOS setting for the CPU multiplier will go from "enabled" to "disabled", effectively putting the CPU back to factory settings... I didn't know what could've caused the problem until now. I just got a "BSOD" which said BAD_POOL_CALLER... After reading up about this, it seems it's a USB error. Could the two be related? Could it be my external hard drive or my motherboard...? Oh I also hear it could be a driver problem?
 
Yip some boards can have problems booting with USB devices attached.

But I would think that you would be fine once you get into Windows.

Have you updated the BIOS?
