STrange problem with new build. Need some help!!

I just finished a PC for my dad and I'm using an ASUS P7P55D motherboard and a corsair CX 400W PSU.

The most annoying problem has occured. The computer wont turn off!! I select shut down from any OS and it gets to the point of turning off, but the HDD LED is permanently lit and the CPU led on the mobo is permamanently lit and all fans spin at full speed indefinately. The only way to turn it off is at the wall.

Holding down the power switch for 10 seconds has the same effect and the computer stays on.

I have updated the bios and it is not fixed. could it be the power supply? All front panel connectors are correctly placed and orientated.

I'm a bit stumped.
 
Could be a faulty PSU - find a guide to check it with a multi-meter (there are lots around) then check ALL the voltages. What happens when you hit reset? Are you sure its not trying to hibernate/sleep?
 
I tried another power supply and the problem persists. Any more ideas or do you think the power on the motherboard is faulty? It shuts down but leaves the fans and LED'S running.
