I have 2gig of normal memory, and a 1gig pagefile set on my biggest and fastest drive. It is on my media drive, which is a new 250gig sata drive, and i set it before putting any other files on so it is at the start of the drive. My thinking for this was that playing media and things is never gonna need the swap drive, and when windows or games need it, it is on a fast drive that is being used for anything else. Dont know why i told you all that :D

Anyway, the problem is this; When defragmenting my drives today, I noticed that my c: has a 2gig pagefile on it. There is also a 2gig pagefile set on my media drive (f:).

I have checked in the virtual memory manager, and it is showing that my settings are as they should be (1gig pagefile on f:), but it is also showing that there is a 1gig pagefile on c:, and a 2gigpagefile on f:!!!

Why is it not doing what i'm telling it?

You have to turn off the pagefile on the other drives... Windows just assumes you want all of them. So go into the options for each drive and set the pagefile to 0.
