Strange slow down problem

I'm stumped guys so need some help with my mates pc which I built for him and has been working fine for a couple of months.

Now it randomly slows down to almost a halt in games and desktop where the mouse will "jump" an inch or so and the system reports that it is using all it's memory and almost all the cpu yet in task manager it doesn't list any programs or services using anything large.

So I have removed all the overclocks from the cpu,ram and graphics cards which didn't work and yesterday I wiped the hard drive and put a clean install on windows 7 home back on and the problem cropped up again after half an hour.

Cpu temps fine at 45C under load. memtest checks out okay but I even swapped the memory out for 2 x 2gb just to be sure as he only had 2 x 1gb before and I thought the upgrade might be useful. The problem was there with the old memory as well.

I have reseated the memory as well and put them in the other slots just to make sure.

The only weird peice of info was that the first time it happened it lost all the overclock settings in the bios and booted up at default.

So know I am stumped as to what to do next to find the problem. cpu maybe? but I am grasping at straws really as it will run prime95 for hours on end without errors albeit very very slowly once the problem kicks in.

Specs as follows:

J&W Ultra p45 mobo
2 x 2gb Corsair ram 5-5-5-18
BFG 9600GT graphics
E2160 (was running at 3.6Ghz overclocked but now back to stock while I try to find the problem)
Antec earthworks 430W psu

Im thinking perhaps speedsteep playing stupid? Tried disabling it?

Or maybe even the PSU?

:EDIT: Thinking about it, i remember i had a webcam that used to slow my computer down a lot. Turns out it wasnt supported officially, was a weird problem...Sometimes stopped all my USB's working completely. Try removing all USB devices bar the keyboard/mouse.

Speedstep disabled and all that power saving rubbish. Only usb thing apart from mouse & keyboard is the game controller. Might give that a whirl when I am next round there. Can't really see how that could make the pc grind to a halt but worth trying everything!
