Strange USB Port problem HELP!

hey guys for some reason recently after i switch my computer off the lights on my saitek eclipse (at the top of the keyboard not the actual keyes themselves) stay on, what gets stranger is that when i click my mouse (ie3 rev2) it lights up underneath as if it was on?

so for some reason my usb ports are still powering after the computer has been switched off, any ideas? as this is really annoying

Someone? please help or have some ideas as this is annoying me now and i'm pretty sure that this shouldn't be happening

i haven't tried but i don't see why it would suddenly started happening

another issue on my saitek eclipse is that the caps lock light always seems to be on but it's not fully lit, just very dim but flickers off and to the dull light then when you press capslock it comes on fully :S but never goes off fully!
