Strange USB Port problem HELP!

hey guys for some reason recently after i switch my computer off the lights on my saitek eclipse (at the top of the keyboard not the actual keyes themselves) stay on, what gets stranger is that when i click my mouse (ie3 rev2) it lights up underneath as if it was on?

so for some reason my usb ports are still powering after the computer has been switched off, any ideas? as this is really annoying
 
this happens on my pc, it just did it one day and after 2 reinstalls it still does, nothing can be done about it except for turn it off at the switch, although it is useful for charging your phone from usb when your pc's off.

Motherboards often keep power on the USB ports so that the keyboard and mouse can bring the pc out of standby or off - I dont know if you'd set it in the BIOS to tell it not to do that or from windows you could also tell individual devices not to bring the computer out of standby.
 
My MS Explorer mouse stays light after the PC has been shutdown, if you then move the mouse the light gets brighter as per normal use.
 
another issue on my saitek eclipse is that the caps lock light always seems to be on but it's not fully lit, just very dim but flickers off and to the dull light then when you press capslock it comes on fully :S but never goes off fully!
 
Disable the ''power on by USB devices'' and ''power on by ps2 devices'' option in bios, this is usually somehwere in boot options on Asus boards iirc, no idea on phoenix bios boards. Could also disable the +5VSB ( standby power) on your pc.

It's done so that it's possible to power on your pc by a click or by pressing a key, something I always used to do when my pc was out of handreach.
