Strange Windows 11 issues since new CPU install

Recently installed a new CPU and been having issues with Win11 ever since. The system seems to be a bit non-responsive. When trying to close windows in file explorer as an example , they just wont close , can keep clicking as much as I want but it wont have it. Also when hitting Windows to shut the system down and clicking power , it does nothing when usually it gives you the options Shutdown , restart etc.

Could this be the CPU doing this, went from a 3900XT to a 5950x

Or Could be windows being a PITA
Few windows updates lately caused issues

I have 2 windows installed
One with everything
And one with bare essentials if I get an issue
I boot to the other one to see if the issue is replicated
Or not
That helps decide if it's software or hardware issue

Other options
Boot a live usb see if any problems
Either windows re
Or something like ubuntu
 
Tried to update Windows 11 last night to see if that would fix it but it failed due to TPM2 even though I have it enabled in Bios.
Might just perform a clean install and see if that helps
 
I had exactly same issue after a new build and fresh 24h2 install. Following update of USB and bluetooth drivers everything was working fine. The drivers that come with windows are quite old just to get the system up and running
 
Did it post with the cpu has been changed
Do you want to reset tpm message
First boot after installation of new cpu?
Pretty sure mine did
Mine went fine without a reinstall though

Clean install
Or boot a live usb just to see what happens
Probably still best bet
Clean install Probably quicker than trying to figure it out
