I have a high end PC upstairs in my loft. I'm thinking of buying a monitor for downstairs, with the thinking of steaming to it to game.

I don't play fps games.. I only play total war and Age of Empires

Do you know of a device? That wouldn't impact these type of games, :)

Unfortunately I can't run a long cable or move my PC

I can't bring my PC downstairs unfortunately and can't run a lead

Nvidia shield tv works very well for this.

I'm using this to stream from my PC from my room to the TV in the main room. Specifically I'm using Parsec, found it better than Steam Link. Moonlight is another option but I didn't want GFE installed on the PC plus it only works with Nvidia GPUs. Both are cabled via ethernet and latency is very low.
