Strobe light recommendations

Hi all,

I've a work colleague who is film her second film (lol) and she requires a strobe light.

Can anyone recommend a bright strobe light, preferably torch based that doesn't cost the earth?

really fast flash, think Kick Ass fast.

I've emailed her and asked exactly what the scene is and what size so hopefully I can narrow it down.

Had a reply from her, its to be used in a scene and has to be torch based as it will be visible.

200 lumens with strobe for £40?

Seen ones from the USA, around $178 dollars for a 160 lumen one that fits under a pistol.
