Struggling with words table of contents - captions

I'm having real problems with adding captions for figure's etc. I have my table of contents set up correctly (as far as I can see) so for example I have the following first chapter setup

1 Batching Stage GUI Plugin - Heading 1 style

Now when I try to insert a caption beneath a diagram I do insert caption - figure, in the window it pops up with Figure 1-1, great i'll edit it so it says Figure 1-1 New Columns, click ok and instead it inserts "Figure 0-1 New Columns"

Argh! Help please

If you are using the bullets and numbering list to generate the headers then click on customise and there is a drop down box which says "Start Numbering at" and make sure it is set right (probably 1 but depends on whether you have a presection
