Hello, now I just don't know where to start, none of this makes any sense yet here I am, I have had fps drops in every single game even though I have replaced everything possible inside my PC.
This is my previous build:
Intel Core i5-7600K
NVIDIA GeForce GTX 1080
Asus PRIME Z270-K
16GB DDR4 2133MHz
Corsair CX750M PSU
AOC G2460PF 24" 1080p 144hz
(I also had a CPU cooler, I just can not remember which one)
Now I could be forgetting some stuff from my previous build, so sorry about that. But anyway, this was my old build, and every single game ran like crap, so I started to upgrade my PC part by part in the hopes that it would fix the issue.
My current build:
Intel i7-7700K
NVIDIA GeForce RTX 2080 SUPER
ASUS MAXIMUS IX HERO
Corsair Vengeance RGB PRO 32 GB DDR4 3200MHz
Corsair RM850x PSU
Corsair Hydro 100i RGB Platinum Liquid CPU Cooler
Samsung 970 EVO 500GB SSD NVMe M.2
Samsung 860 EVO 1 TB SSD
ASUS PG278QR ROG SWIFT 27" 1440p 144hz
After replacing everything, I still have the exact same issues and nothing seems to work, I have run countless stress tests and benchmarks and nothing is ever shows up, the temps are always fine too.
I have recorded a few videos, seeing as the video is capped at 60fps some of the stutters might not be that visible, although one of the videos is just so bad, you shall see it for yourself.

Again, this is for every game. All my components work fine, I even did a test with 3DMark, I ran
Fire Strike and Port Royal and both of them passed at 97.9% and 98.5 %.
Everything is up to date, and I have reinstalled Windows 10 before and that help with nothing.
I feel like I have tried every possible thing yet nothing ever works, every game just runs like cack and there is never anything to explain it because all the tests find no issues.
Just to add, I did ask on another site but we were not able to find a cause, if you like reading you are welcome to go through that. I am asking here just in case someone else can help.
