stuttering in games

Hello all!
i really need some help have been having this very annoying issue!

RTX4090
INTEL I713700K
32GB KINGSTON FURY BEAST DDR5
GIGABYTE M.2 SSD
LG OLED C2 120HZ 4K TV

Basically i am having this stuttering issue. it looks to be when cpu cores reach 100% in some titles it gets these fps lows which cause stutter at 4k. its driving me insane and ruining my experience and i am in need of some help. i have gsync enabled with vsync and fps cap of 117fps.

worst games are farcry 6, guardians of galaxy, witcher next gen

i am actually on windows 11 already so this is why its so strange. basically i notice some of the CPU cores reaching 100% when gaming... not sure if this is normal but i get this awful stuttering when it happens. has anyone got a suggestion or solution to this?

i have done a fresh windows installa nd still happens in most games i play. i have changed every single part and its like 3-4 of the cores reaching 100% i have just bought a new motherboard ats z790 instead of my z690 incase its a mobo fault. overall cpu usage is not that but its the specific cores that are doing it. its happened with i712700 and now my 13700 so only thing i can think of now is the motherboard..
i found this out using msi afterburner

please also note its a 120hz lg oled c2 i play on as well i have this locked at 117 with gsync and vsync but same issues with it on or off

anyone else got any suggestions? I will report back here this evening with the new built system on a z790 board instead once I finish building it. I hope this is the fix as my fps lows are very very bad.

i have tried all of these steps and jsut finished my build today witth z790.

i am playing farcry 6on absolute max settings at 4k and according the bench mark on there my low is only 91fps and high is 117. however it stutters during the game. this is the only game i have installed currently. there is nothing else on my systems. so why on earth is it stuttering.... jsut a terrible game? i expected with my build maybe everything would run butter smooth. do i have to high expectations?

Yes I am using a certified hdmi 2.1 cable but had the same issue with my 1440p monitor with display port.
I noticed on farcry 6 if I turn my settings to high and HD textures off with RT off the issue almost completely goes away. Occasional stutter but not too bad. Are we saying that my rig is not powerful enough to run farcry maxed out?

anyone else got any other suggestions please? really struggling with what is causing the dips. obviously turning settings down reduces the Loews and stops as many dips. but do you think I am pushing it to far maxing out farcry 6? should a 4090 be capable of this?
 
Ye I did time spy and I got an above average score for my hardware. I’m confused though cause RD2 there is no ray tracing and it’s dipping below 60fps and that’s when it stutters on there as well…
Just don’t feel I should be getting the stutters from the fps drops….
 
Okay so I had to replace my cpu as there was an issue in it. Didn’t seem to change performance as switched for a 13900kf and j am still experiencing the random fps drops.

What is normal amount of stutter. For example spider man might stutter once ever 5 minutes is this normal? Farcry seems okay at 60fps locked but still occasional stutter.

What do we class as normal regarding the amount of stutter. My games are not just stuttering all of the time it’s every few minutes or so I get one fps drop. Cpu usage on 1 of the cores reached 85 percent during gameplay which I think is normal???

It’s starting to drive me insane though as I just expected flawless gameplay to be honest all the time
 
I'd suggest you run some score based benchmarks on your CPU and graphics card to check 100% that your system is performing correctly, because it's really hard to know what exactly you're referring to ('stutter' means completely different things to different people).

Is a 4090 a monster at 4K and a capable card even with everything turned on (including ray tracing)? Yes. Will a 4090 never dip below 60 fps in the latest games/updates? No. The 4090 does come bloody close, but no graphics card has mastered 4K with RT yet (nor have the game engines, tbh).

On a hard drive and a slow SSD, it's fairly normal to get occasional stutter while things are loaded, especially at the start of a level, for example. But, what you're describing sounds more common than what I'd expect.
I am using 980 pro SSD so things seem to be fine with that regard. I don’t get it when loading into a level it’s when the fps suddenly drops lower it stutters. I have completely rebuilt the pc with all new components so I genuinely so confused…

How normal are stutters just during game play. Please note they are like microstutters not huge freezes
 
Have you checked the event viewer for disk errors and ran a full scan via Samsung magician?

During normal gameplay, if you're using settings that the computer can handle reasonably well, then I'd expect to see very few, but it does depend on the game & the engine, some games are more prone to hitches than others.
So I actually just put another SSD in from gigabyte that was the same spec and I still encountered the issues. That’s how I rules out a faulty SSD and yes I have ran Samsung magician and it all came back normal.

Would you say I should not be putting everything on ultra at 4k?
 
Well, you're more likely to encounter issues (fps drops), yes, but it is hard to say for definite what's normal, because it really depends on the game and then it can even depend on specific things, like levels, number of players, particular effects on the screen, etc.
My 3DMark score seems pretty normal as well Right? Cpu is only at 60-70 degrees when gaming as well!
