Stutters & Mouse/Keyboard delay

Hey folks, I am experiencing Stutters as the title says in my computer and ill be a monkeys uncle if I can figure it out. My spec is below in case anyone wants to know. Basically, randomly I will get a stuttering or lag from the mouse and or keyboard from time to time, it seems as if it is the system stuttering. Say also for example I was opening photoshop or GIMP it would open fine 1 time then another time you would see the loading symbol turning then it stopped a second or 2 then continues. What I have tried:

•Fresh install of windows both windows 10 and 11
•Latest drivers for all parts of the pc
•Old drivers from the manufacturers website for board and gpu
•Changed from a 3080 to 5080 and no difference
•Changed by boot NVME drive
•MemTest (passed)
•Tried single drive plugged in and in different slots
Other things I cant think of right now.

Asus X570 Hero Wifi
5950x
64GB Ram 4x16GB
5080 gpu
Firecuda 2tb nvme (was boot drive)
WD 870 I think, the faster one lol (current boot drive)

I have tried just with a fresh install of windows with zero extra software install it was something causing a conflict.

The only thing I can come up with is perhaps its the motherboard. I had my original asus board that was just at the 3 year warranty date and asus wouldn't cover it but thankfully I had bought it from ocuk and they had the same board that was a customer return if I wanted it. Technically they didn't have to as the warranty was with asus but they offered it to me so i took it. Fitted it and noticed 2 or 3 usb ports were dead on the dear but everything else worked. To be honest this wasn't a biggie for me as I got a free board and didn't need the ports so I was still very happy that OCUK was able to help me. That was perhaps 3 years ago and I have several times tried to update the bios and every time it fails to run after its update, crashes left right and centre, no matter which version I put on it. There is several versions available including security updates but it wont take anything newer. Had to use the flashback several times. I know updating the bios isnt a major thing but just thought it was very weird it wont take it. Trying to get another board that runs a 5950x with decent VRMs is almost impossible cost wise.

Perhaps someone here can give me some ideas on what to try?
 
I would maybe try a linux live distro and see if the same thing happens.

That should at least tell you if you have a hardware or software related issue.

Try update BIOS to latest version 5002?
Thanks for your reply however as mentioned already, it refuses to take any update for whatever reason sadly.

If it's just the K&M, assuming they're both USB, have you tried swapping them out to see if one of them isn't playing nice.

Also have you checked the event logs to see if anything's being reported at the time this happens.

I have tried Bluetooth and usb both keyboard and mice. Server different ports too just to make sure. I'm not convinced it it them however that are at fault. It seems as if it's the system somehow but I'll try again to make a differenc.
 
Try adding a short extension cable between the adapter and the usb slot, had this issue on a logitech universal 2.4ghz adapter and it was getting interference from the usb 3 sockets (known issue). My Ryzen 5950x rig has the issue and it was solved by putting the dongle in the usb on the back of the monitor.

Unfortunately I have tried that now too and still is no joy. It is logitech accessories I am using but have also tried an older dell usb keyboard and a razer mouse both wired and wireless with the same results. I have tried the usb3 and usb 2 ports as well as the hub I am using is a usb 3 hub and also no joy. I really haven't a clue what's going on and I doubt its doing to be a costly experiment replacing parts which I really cant do right now :(

This known issue you speak of, do you have any more information on this so I can perhaps look into that to see if it gives me any hints or even things to try. At this point I'm willing to try anything.

there's actually a white paper on it...

But it's pretty easy to find other stuff about it, even from manufacturers, with a quick google.

Have you tried just using the default microsoft drivers?
I assume you've disabled any power saving for the usb devices in device manager etc
