sub £250 camera

What kind of situations will it be used in? Outdoors/indoors? Will flash be necessary? Is size a consideration?
For £250, anything compact is going to be largely on par with modern mobile phones, probably worse for your usage. If you don't mind bulk, something like a Nikon D5200 or Canon 700D / 7D with a kit lens in full auto will be noticeably better than any compact camera or mobile phone at the budget.

I was about to suggest the Sony Cyber-shot DSC-HX60 but for all the reasons Scuzi suggests you may do just as well with a modern mobile phone camera.
You could always have a look see here, set the filters to your budget parameters and see how you get on?
