Surveillance of the internet for UK

If you're talking to encrypted services (https websites, whatsapp messages, etc) and using encrypted DNS there's not a huge amount they can glean from this I don't think, apart from details of IP addresses you're connecting to (which may be enough to build a case) but they won't be able to see the actual data you're sending/receiving. A far lot less than Facebook etc could get access to I think.

I thought the ISPs already logged and stored user browsing history?

The article is pointing out that the big ISP's don't even think they can say whether they do or not - even amongst themselves to share best practice. There was a thing called the EU data retention directive which forced them to hold this sort of data, but it was later overturned by the ECJ due it being a huge breach of individual civil liberties. From memory, some countries just ignored it anyway - fairly sure Germany did as they've very hot on personal liberties (legacy of the East German Stasi).

Given the amount of data private companies are allowed to collect at some point there will be a merger of government and corporate power, oh wait.

I like to do online shopping

Not really upset if Mr Government wants to look at my Chrome usage. They'd probably be a bit concerned for my welfare with the amount of time I spend on here!

I mean, surely, you have to be doing something really illegal to get to the top of one of these lists?

It's not the first bit of big brother control laws. Have a look at the Regulation of Investigatory Powers Act 2000.

Summary

RIPA regulates the manner in which certain public bodies may conduct surveillance and access a person's electronic communications. The Act:

enables certain public bodies to demand that an ISP provide access to a customer's communications in secret;
enables mass surveillance of communications in transit;
enables certain public bodies to demand ISPs fit equipment to facilitate surveillance;
enables certain public bodies to demand that someone hand over keys to protected information;
allows certain public bodies to monitor people's Internet activities;
prevents the existence of interception warrants and any data collected with them from being revealed in court.
