I'm sick and tired of trying to get Demon internet to downgrade our package, them Indian call centres have no idea how to do anything correctly (but that's another rant...). Anyway, I'm looking for a new ISP that costs roughly around £15 a month and if poss offers unlimited or a high download allowance with call centres in the UK if poss.

First of all check www.samknows.com and tell us which LLU providers are available.
If you can I would either go with BE or UK Online who run on the Easynet network. Both offer an excellent service and UK Online atleast offers 24 hours UK support which you get straight through to.
If you cant get any LLU services then any Enta Resellers are your next best bet, UKFSN or ADSL 24 for example.

Our line test indicates that you are in a broadband enabled area and your line can support a speed of around 6.5Mb with
AOL, Tiscali, Pipex, Orange, BT, Plusnet, Eclipse

If you read my post I said if "poss", not a definate "want" request.
Any enta reseller http://www.ispreview.co.uk/ they are 3- 6 -7 -10 in the list not bad considering between them they take majority of the top 10.
