Synology Populated NAS Question

Apologies if this has been answered elsewhere but I have been unable to find the answer using the search and the product descriptions don't seem to include the information.

If I buy a populated NAS which isn't max'd out on storage will the disk configuration use all of the bays (so that I will have to replace disks in future if I want to max them out with larger disks) or use the largest possible disks and leave bays available for expansion?

Some examples I am interested in:

- 2 bay DS213+ with 4TB (is this 2 x 2TB or 1 x 4TB).
- 4 bay DS 413 with 8TB (is this 4 x 2TB or 2 x 4TB).
 
4 bay DS 413 with 8TB (is this 4 x 2TB or 2 x 4TB)if they put in 2x4Tb drives in a four bay nas you will have 2 bays free but check what the max storage you can use with the DS413.
I prefer the idea of buying an 8 bay nas for future proofing
 
DS413 Max Supported Capacity 16 TB so you can use 2 x 4TB in 2 bays and then add another 2 x 4TB in the future bringing it to total capacity of 16TB
