System for new website - decision help

Ive got a nice idea for a website, but just need to system to implement it properly. The basic idea is i want users to be able to come onto it, register and post a message with the message content as well as some headers to the message for example "server" or .. "location" just say at the top of the message. The point being the poster and the message headers being search able by others.

I also want to be able to have members reply to the messages IF the message is about them. For example i post a message about Mr.Smith so then he can come along and reply to it, whereas other users can only leave comments at the bottom of the message.

I need moderation aswell, such as if a message is over-abusive or spam there will be a report button or similar below each message which flags it to the admins.

An admin panel type thing would be good aswell, seeing all new messages / members etc and their details.

I am sure this can be done with a premade system such as drupal which i am looking at now. Just with a bit of modding to accomodate what i need.

Anyone know of any other cms / systems etc that could do this easier / better. I originally had the idea of coding this myself but realised it would take FAR too long to do everything i want.

It sounds like you need a forum or something very close too it. Have you looked at phpBB? you could maybe mod that a little bit to suit your needs? or maybe a blogging system like Wordpress would be better. You should try looking into both of those and maybe trying them out, they could probably be what you need :).
 
Look at the communities builder extension for joomla as it's made for having lots of members and forums and stuff like that.
 
I suppose forum software makes sense.. But for it too work it would have to not seem like a forum i suppose... trying to fathom it out.
