is this essential for windows vista to run? if not, how can i turn it off?
it doesnt seem to be working as it's described by using CPU cycles while I'm running applications, the slowdowns caused by SIP are unacceptable
 
The system idle process is required for pretty much any processor. as a hardware constraint. Its not 'using' any processor time when you're running programs. Any processor must be doing something all the time, hence the need for a SIP. When your applications aren't using all the CPU time the SIP will make up the rest.

So, in summary, it's not slowing your PC down and is required. Stop worrying about it.
