system not booting

hello again chaps,
I have been fixing a computer for a friend and this is probably the first repair job where I have completely run out of ideas.
Neither Windows or Linux will boot on this PC at all.
every part of the machine seems to be perfectly healthy, hard drive has been tested on another machine, ram has been tested to a 100% pass using the memtest software on any unbuntu install CD.
the system came with vista pre installed about 2 years ago and has worked fine until last week when it started locking up on the boot screen, i managed to use the vista start-up repair which fixed it for a few days now i am back with the same problem only this time nothing will get this machine to boot.

see my problem, this makes no sense
every time i gets to the "starting windows" point it locks up. linux just freezes with a flashing _ on the screen but it will still complete a memtes

then i say it can complete a memtest i mean using the function from the boot menu of the live CD, before unbuntu has even started

So you are unable to test it in the broken PC? Have you tried changing the SATA cable?

Try using the hard drives manufacturers diagnostic software on a bootable CD in the broken PC then you may have your answer.

Have you tried clearing the CMOS?

safe mode also get half way through booting then freezes
tried clearing CMOS, same problem, tried changing sata cable, nothing.
also tried to boot a live CD without the hard drive plugged in at all and still it would not boot. think there is something wrong in the mobo
