Tablet & Data plan for Dad

Hi all, my Dad doesn't have a computer or Internet at home and uses the library to buy and sell online. Me and my sister thought it would be good to get him a cheap tablet and a sim card so he can do it from home. Does anyone have any recommendations for a sim card enabled tablet and a good sim only data plan? He literally will only be using it for accessing the Internet. Many thanks.
