Task Manager False Readings?

My windows 8 task manager says my CPU is running at 4.2ghz even tho i havent overclocked it or anything , CPU-Z says its running at 3.8ghz , Pic below:

You say you havnt over clocked it? So is CPU-Z wrong too?

My task manager is always wrong. At one point it said it was at 4.1Ghz when I was at 4.3Ghz. But now im at 4.7Ghz it says im at stock (3.3)..

CPU-Z is normally right though.
 
Correct me if I am wrong, but isnt 3.8Ghz the boost clock of the 3570k? So 3.8Ghz is correct.

As you have considerable load the CPU has boosted its self.

Task manager does not take well to the CPU changing clocks. The CPU will report a 0.4Ghz boost and report it running at 3.8Ghz, then windows applies that extra 0.4Ghz on top of that.
