Task manager has wrong cpu speed

I have overclocked my cpu ryzen 1200 to 3.8ghz acording to the bios and cpuz (and other monitoring software)
but the task manager shows a varying number between 2.8 and 3.2ghz.
why is this and can i fix it as I find it strange the number changes as if just a wrong reading it should be constant in my mind but as it varies but never exceeds the stock readings.
what is going on?
 
Because it doesn't need to be running at full speed all the time. CPU's down clock when their workload doesn't require its full ability. You've overclocked it so that you've raised the upper level of what it can achieve, but if its not needing to run 100% , then it doesn't.

If you tune up a car to have another 100bhp .. do you drive it at 100% all the time ... nope ... its just that you can use it when you need it.
 
as in even under stress where the cpu ramps up task manager never goes above 3.25
also the other monitoring software never says my cpu goes bellow 3.8ghz so why is this aswell
