Temps with side of case off?

If my cpu temp only goes down by 1c without the side of the case on is that an indication the case cooling is ok?

You should never have the side of the case off as it completely disrupts the airflow from the fans.

In answer to your question, IIRC it is a good sign that the cooling is ok, if you had huge drops then you need to look at your cases air flow
