You can licence TS in user mode.

Infact, in user mode TS Licensing does not even check you are eligible for the number you have defined. But that is another story :p

Terminal Server Licensing Mode
Terminal server in Windows Server 2003 supports the following licensing
modes:

•Per Device License tokens are assigned to each device that connects
to a particular terminal server
•Per User License tokens are assigned to each user that connects to a
particular terminal server

In order to use a combination of User, Device, and External Connector licenses
on single terminal server, you should configure your server in Per User mode.

don't do your own TS! get someone who does it every day to sort it out!
don't forget you're gonna be limited to the connection to your servers over the internet or whatever connection you have so opening large files can be an issue.

This is one of the major points of Terminal Servicing. No file data comes over the WAN/LAN.

Citrix has far better screen compression but RDP is a small drop in the ocean compared to thick clients over VPNs.

Setting up a basic Terminal Server is not difficult.

What do you mean by user mode? And I would be using windows server 2008, I will setup a new server and keep my existing server (using win server 2003) as just the PDC
 
Any reason you are using 2008 other than just for the sake of it?

You gain Published apps etc but this may be surplus to your basic requirements.

You can still use Per User TS Licensing in 2008.

Finding win server 2003 and TS licensing for server 2003 is proving hard with our suppliers

Edit: Forget what I said before, I've just downgraded 2008 TS User CALs to use on a 2003 TS. Just a telephone call Microsoft and 10 minutes of reading out keys and then getting them read back to you!!

since i need to buy a new operating system licence as well as the TS licences as i will be getting a new server too.. is it not simpler to install server 2008 on the new server and join it to existing domain which is controlled by a win server 2003 based server?
