how might the rig in my spec stand up to tf2?? plays css alright, but for not too much what might give me a little fps boost?

Not sure on how well it would run, but I should be finishing downloading it in the next couple of hours, and my rig is similar (64 3200, X850, 1GB).
I'd imagine for that rig, best boost would be a new/second hand processor, or some overclocking.

Until my RMA is sorted I'm going to try it on the laptop lol 
It didn't have Steam installed, so has had to download HL2 first

Really? Ouch... when seeing that game running in a demo video not long back I would have presumed the graphics and system requirements wouldn't be high due to the style of game that it is (cell-shaded).
To the OP, your rig should be more than capable of running TF2 at decent settings. We have two PC's in the house for gaming, one is an A64 3200+ with an X800 Pro, the other is an A64 3200+ with an X1950 Pro and the game runs well on them both
