A good quality PCIE 3 riser will be fine running at PCIE 4.
There isn’t any ‘logic’ in these, there just wires. It’s just all about the quality of the electrical connections and if they become too degraded by the time they reach the card.
Just buy a good quality one, if it doesn’t work just end it back, I would t worry about it being specifically marketed as pcie 4.
I remember seeing a video on youtube comparing riser cables and they were able to daisy chain a GPU off 10 or so good quality ones where as lower quality ones stopped working after a couple.
EK’s vertical riser cable won’t install the 3080 without constantly forcing the driver to reinstall over and over on my CH8.
I’ve yet to see a 3.0 certified cable work with a 3080.
