The blanks in dominoes??!

Maybe it's a southern thing but I have just been cheated out of a victory at dominoes because of the blanks not meaning I can place my dominoe anywhere.

They say blanks are equivalent to a number so it can only go next to a blank, what are the real rules? I feel cheated. 18 years of dominoes being a lie until now.
