- The publisher Tecmo/Koei decided it would not sell their game to the West, a game with women playing volleyball in bikinis because they knew there would be a backlash from politically correct, social justice warriors (SJW).
- Play Asia, a game selling site decides to will ship the game to the West.
- The SJW game sites and supporters start boycotting Play Asia, which ultimately just gives Play Asia lots of publicity, fans and money.
- Play Asia wins

IIRC apparently the game simply wasn't expected to sell well enough in the west to be worth localising (adding English subs and possibly voices and releasing), but one of the publishers people made a comment about the market or something so it was taken as because the "SJW's" fault.
I've no idea about Playasia though,

But that's not hard, it also will almost certainly sell for far more in Japan than the West (DVD's and Blu-rays certainly sell for an utter fortune in Japan, and can turn a profit on 500-1000 units sold).
And the "West" potentially includes a lot of territories, all of which would require marketing, packaging, distribution, and potentially things like passing certifications, which adds up.
So given the cost of licensing it for the "west", localisation, marketing, distribution and any regulatory costs it can mean that even if previous ones sold more copies they may not have made much profit.
What I'm saying is that it's far more likely they thought it wouldn't cover the costs of officially selling it in the West, and came up with a fairly lame excuse (IIRC the volleyball game doesn't differ too much in the characters and amount of skin shown to the main games, so why aren't they that worried about the main games if it is because of the "SJW's").

Tecmo never gave such a reason. They most likely just decided it wasn't economically
