Except you can see he made a movement to get it under his chest and made no attempt to get up, but rather swivelled until he was facing away from goal.

Getting a touch on the ball between someones legs isn't automatically a foul or penalty, if you go through the players legs from behind before you get a touch on the ball it would be, but putting your foot between his legs and getting the ball isn't a penalty.
