No, it also has new text / missions / game mechanics.

In your shoes, I probably would play the original game and see how things fare before adding mods straight away (if you have the retail version, just make sure you patch it to 1.0005). If it turns out that you don't like it enough, then there are many, many mods out there that would suit / improve the base game immensely for a new player to the series.
