Seems more like a by-product of adding in different performance profiles (as mentioned likely for the rumoured handheld) - adding the option and allowing devs to patch their games to ensure they can scale down (rather than just scaling up for the Pro), means that there should be a bigger selection of existing titles supported on day 1 for the handheld, rather than Sony having to "force" devs to patch and add Handheld support.Sony is brining a new power saving feature to the PS5.
