The Speed of Light is the same for all observers.

On this note,

Not even REMOTELY close ... infact, not close at all. I believe the person probably thought "Speed of Sound".

But even then, I doubt the tip could exceed the speed of sound. The tip of a whip does exceed the speed of sound and that travels MUCH faster than scissors?

Not entirely, although worded ambiguously. I interpreted what he said as the caveat below, which like above is theoretically possible.

Tbf my post still stand as true, I just bust out the ninja edit as I was on my phone and typing copious amounts is a pain.

The speed of light is constant unless it is passed through a media and then it's effected by refractive index blah blah.
