I applaud anyone who takes it upon themselves to be creative and come up with new ideas. Unfortunately your idea is extremely flawed in that the device would not do what you intend it to do even if it could be constructed.

He needs to go work for the highways agency, as something that doesn't fullfil.l a single aspect of the design breif is apparently a complete success.

If you were standing on the sun. If that where possible. You then looked through your telescope at Dcolyer pushing his carrot rod. The rod would presumable move @ your end as you saw him push!!!

What you would be viewing was light from 8 or so minutes ago. Approximately the same time that it would take for the transferance of energy at the speed of light to be delivered to you @ your end..
