At the minute I'm upgrading my dads old to a spare Pentium 4 I had lying around (it's an improvement). I got some really cheap thermal paste as I'm strapped for cash, but it's white and rubbery (not set yet). How bad would it be if I used this? Or should I definitely get some better stuff. It's only for a Pentium 4 at stock so...

Well its unlikely to cause any problems, can't be much worse than the stuff they supply with stock or some cheaper aftermarket heatsinks. It is as you only a P4 at Stock so worth a try. Just keep an eye on temps to start with.
