Thermal throttling question

at what temp does the Q9450 start thermal throttling? does the TJmax mean at 100c this is when throttling will start?
 
Yes, and the hotter it runs the greater the chance of failure. It's not a linear relationship and CPUs are generally pretty tough. Upping the voltages is more damaging and will increase rate of deterioration. Having it run hot + high voltage will lead to early death. Keep it at ~15deg below TJMax and you should be fine for the expected life of the chip [unless you use heroic voltages].
