We need to make sure that we don't make first contact with the Vulcans because in real life they are evil and will kill your kittens.

Therefore this cloaking technology is vital, investing in it will also make sure we don't further our space travel for another for a long time because of the resources being put into the cloak!

Another excellent strategy to delay the Vulcans detecting the warp signature on our first test flight.
