a) a good processor to begin with?
b) is there a good motherboard to pair it with?
c) ram?
d) power needed?

Don't buy that it's EOL - you should consider a Ryzen build (latest AMD offering and excellent performance/value).

Budget and main use of PC and resolution of monitor?

No, it was a poor choice even before it was replaced by Ryzen. A Ryzen build is what you should be looking at now.

you could buy a whole used gaming system of decent/good performance with that FX processor for not much more than that processor costs on its own, i like old tech hence whats in my sig, but i didnt nor wouldnt pay new prices for them.

And as you mention power what existing hardware would be added - including brand/model of PSU?
