I keep getting this message whenever I plug my hard drive in. it always used to connect in 2.0, yet recently it's stopped. I tried it in another machine and I got the same problem. I also tried a different mini A to B usb, but it doesn't help :(

Does any one know how to fix the problem?

try another cable

if it's powered by USB, make sure it's a pretty thick cable and plug it into a rear port
 
I'm using an Intel i925x

The device used to run in 2.0 a few weeks ago. Even in the front ports. I've tried 3 different cables, and I'm sure I've got the latest drivers
 
Device manager, right click and under power save mode see if its set to use max power, or in the bios see if you have enhanced usb enabled.
 
Many Dells desktops use to have low powered front USB ports with only the back ones being fully powered, not sure why but it meant the front ones were always slower and USB 1, not USB 2.
