pic 4 is the base for the final pic (as already stated) - check the shadow of the dock wall in bottom rh corner - the ripples and shadows are exact match

If any further proof was needed, the people in the right of the photo are standing EXACTLY the same way in 7 as they are in 4.

Also, noticed that the truck is too far from the edge to get that angel of it falling it. The only thing that could've tipped that truck over is the supporting arm snapping. Nothing would push/slid the truck to the edge of the pavment and into the river.
