Probably the P170, but you really need to give us more information on what you want from the laptop, other than just "powerful".
 
You need to specify which components the P170EM has...

That said the graphics card in the P170EM is better.

Samsung 700G7A-S02UK 17.3" is a superb machine, got one myself and worth every penny but its not as powerful as the P170, this is based on the Clevo and is a lot more configurable...

Personally, I think the Clevo is one ugly looking laptop, but its got options and power to blow your socks off, but the Samsung 700G7A-S02UK 17.3" is a very good all round package, £1200 gets you a very good, capable gaming machine with some nice features.

but if you just want all out raw power, Clevo P170 has it beat I reckon..
 
I have the np700g7c with 16gigand love it, the same version for clevo costs a bit more, 1444 however i got mine with a 3 year warranty and 250 cash back, this made it for me.
