LiteOn 20X 20x DVD±R, 8x DVD±DL, DVD+RW x8/-RW x6, DVD-RAM x12, IDE, Black, OEM, Lightscribe

500 Gb Western Digital WD5000AAKS Caviar SE16, SATA300, 7200 rpm, 16MB Cache, 8.9 ms

PowerColor ATI Radeon X1950 XT Extreme SILENT Heatpipe 256MB GDDR3 VIVO TV-Out/Dual DVI (PCI-Express)

Thoughts?

I would go for something like this, it has a much better graphics card and if he's overclocking there isn't really any reason to spend a lot on a cpu.

edit: I forgot to add a decent heatsink. I'd get either a Artic Freezer 7 or Noctua NH-U9F. You could change the case to a cheaper one to fit it into the budget.
