im sure they will impliment into the system stuff like that, a lead car shouldnt require a flap to get past them as they have put almost a lap on them..
a back marker will get blue flaged so even if using they flap they will have to slow to let them pass or suffer a penalty.
is the flap out of the drivers control?
how will they know when they can use it. some knd of display on the wheel could be dangerous with a driver checking for it all the time.
