I think firstly you should change the font. And seeing as its GCSE I wouldn't waste time with changing the whole design.

Try Gimp. Its free and better then paint.

Have a go at using http://www.inkscape.org/download/ to create a nice vector logo.

Tbh, its not about the program, its about the user.

As I expect you're only used to making Raster images, stick to what you know with gimp or something similar.
