Hi What is the throttle point of my card Gig windforce 7970 v2, the card temp will max at 60/61c no matter what i play and how long i play. is the cade throttling itself.

power limit +10%
Core 1075
Mem 1400

i play titanfall, battle field 4, watch dogs.
 
Get the power limit up to 20% for a start, and see if that makes any difference...

Disable ULPS in CCC/Afterburner, and I personally keep Windows' PCI power saving modes disabled too (control panel-system-power options-change plan settings).
