Time out error?

Weirdly about an hour ago my laptop decided to start timing out when on any website with any browser. I can't get it to work and sometimes it will half load a page and sometimes not at all..

Im on the other computer on my network that is totally uneffected.

I've tried resetting the:

router
wireless
hardwiring
security essentials scan

all with no joy - what gives?

ok so just spent 30 minutes on the phone to virgin media... the reset some stuff his end and the linespeed is back to normal on all devices EXCEPT the laptop... either network device wont work (wired or wireless) what gives? nothings changed - no viruses nowt!

I seem to be able to ping websites with a 30ms response time and no loss but no browser will load said site faster than about 3 minutes?

turns out a proxy was set..... how did that happen without me doing so? and does anyone know what this proxy is:
