Tiny Bugs in Kitchen Cupboards?

I've never had an issue with flour in paper bags, I always empty them into plastic containers though rather than have an easy access paper bag in the cupboard

Had similar before and it was a while before we realised that they were all coming from an old bag of ****ake mushrooms we had forgotten about.
Millions of them.
