I'd be slightly concerned that you don't realise that a dm^3 is the SI unit for litres... (well, at least they're equal)

mol/dm3 is molar. dm3 = decimetre cubed, ie 10cmX10cmx10cm = 1L
a) its 0.4 M NaOH, so you have 20 mL * 0.4 M = 8 mmol NaOH
b) 8 mmol
c) 8 mmol in 25 mL, 8/25 = 0.32 M
Equation is wrong Na2CO3 is sodium carbonate.
25cm³ of sodium carbonate reacted with 20cm³ of 0.2mol/dm³ of nitric acid
Na2CO3 + 2HNO3 = 2NaNO3 + CO2 + H20
