Toilet cistern access problem

In 2018 we had our family bathroom updated, our regular plumber was unavailable so we employed a new one. Unfortunately this new plumber will not reply to us about any problems with his work and to complicate things he is the son of our neighbours with whom we have friendly relations. The cistern is now giving us problems and our regular plumber is coming next week. In the mean time I'm trying to figure how to get access to the cistern because of the way is seems to be sealed by surrounding furniture. Be grateful for any advice.

Top panel is likely an access panel, you should be able to pull it out. Either that or take off the 'worktop', it will be siliconed on most likely.

As above really. Also cistern issue is not really any fault of installer but would be good to know if they put in provision for access.

Thanks for the replies, I've got my fingers crossed that the panel is removable, the prospect of removing the work top fills me with horror.
 
The push button will be connected to the cistern by means of a flexible sleeved cable that takes the motion of the button being pressed to actuate the flush. It's this mechanism that usually fails first.

As for the panel, it's got to be removeable for maintenance. Hopefully it's held in place with magnets or clips, either way I'd get a suction cup or two on it and give a pull. It's got to come off either way.
 
Top panel you pull "out"/towards you and the bottom panel will either lift up or towards you (if its been silicone in you will need to remove.

Its likely you may need to remove toilet first too to remove bottom panel.

A plumber should be fairly familiar
