Historically the PC version of TR has always been the best by far as that is always the main target platform.
From some comments on the official TR Legend forums by the developers it would appear that the PC version is the best looking followed by the 360.
PC version needs 5GB HD space min so presume the 360 is gonna have to load most of that data @ some time.
The 360 is pretty much on par with a top of the line gaming PC, so theoretically it should be able to top what an average gaming pc can do. Where it wont match the PC is on resolution and loading times as you say(although theoretically i suppose you could play it at 1080i on the 360 if you had a TV or monitor that supported it). Most people will play it at 1280 x 720 on the 360 and possibly 1280 x 1024 on the PC (if PC is good enough) so its not a huge difference. The 360 should run at full detail at 720p while some people may have to turn down detail to run at 1280 x 1024 on an average gaming PC. Crystal Dynamics other series, the Soulreaver games happily streamed data off CD without having to load area's. The extra memory available to some PC's over that available to the 360 may mean that at the highest settings on the PC, higher res textures may be able to be used than could be fitted into the 360's memory. I dont know if that is the case or not, and certainly lowering texture quality a little would aid in streaming data directly from the DVD.
Personally i'd always thought that the Playstation/PS2 version of the Tomb Raider games was the target version and that especially in the early days the PC versions came along later. In fact AOD is really the only one i can think of where they concentrated a bit more on the PC version of the game rather than effectively making just a port.
I would just have thought that apart from the possibility of using a higher resolution on PC that all the visual effects should be pretty much intact on the 360, AA should be practically free on the 360(although in practice we know thats not been quite true as of yet).
As the 360 version is being release a few weeks later than the PC i may just buy it on PC as well. My PC's not bad so i should be able to see which version i prefer. Im doing that already with Oblivion.

**edit** Just bought the PC version as well as i found it for £17.99, £29.99 for the 360 version so both together are still probably cheaper than i'd pay for just the 360 version on the highstreet. If i prefer the PC version i'll just trade the 360 version in, if i prefer the 360 version i'll just pass the PC game onto a friend
